Whilst there are many models for youth or sport programmes, there has been very little systematic attempt to determine the effectiveness of these programmes as youth development tools. This report was commissioned to design an evaluation framework that could be used as a benchmark for measuring the effectiveness of existing programmes and to identify the necessary programmatic elements needed when designing new programmes. Designing good programmes to achieve development outcomes does not happen due to the inherent qualities of sport or martial arts alone. It needs to be designed in the context of local social issues and the personal development needs of the participating youth. The Framework is used to evaluate some existing martial arts youth programmes in the companion volume Youth Development through Martial Arts: Selected Good Practices.
